The 1st China and Japan CEO and Former Senior Officials' Dialogue Held in Tokyo

The 1st China and Japan CEO and Former Senior Officials' Dialogue was successfully held in Tokyo from 12 to 13 November 2015. Delegates from both sides had a candid talk on the current state of Chinese and Japanese economies, the outlook of trade and economic relations and bilateral cooperation in finance, trade and investment, modern services, smart-city building, advanced manufacturing, information technology, infrastructure, energy resources, energy conservation and environmental protection. A delegation of more than 50 entrepreneurs, former senior officials and well-known scholars from each side headed respectively by Mr. Zeng Peiyan, former Vice Premier of China and Mr. Yasuo Fukuda, former Prime Minister of Japan, participated in the dialogue. Japanese Prime Minister Shinzo Abe attended the reception of the dialogue. Towards the end of the dialogue, the two sides issued a joint statement outlining the outcomes of the dialogue and relevant cooperation.


Chinese delegates stated that China-Japan relationship is one of the most important bilateral relations for each other, and the economic ties are the cornerstone underpinning such relationship. As China strives to transform its economy and Japan works for economic revitalization, the two countries can help each other in their respective endeavors. It is vital that they “take history as a mirror and be forward-looking”, and work for good-neighborly relations and cooperation on the basis of the four political documents they have signed. At this critical juncture of bilateral political and economic relations, the two sides need to take actions to move bilateral relations forward and build up confidence instead of taking a wait-and-see attitude. Social organizations, on their part, should continue to play a pioneering role in advancing business-to-business relations, with a view to promoting economic ties and improving political relations between the two sides. Such dialogue and exchanges are instrumental in increasing mutual trust, and will send out positive energy and add to the momentum of improvement of bilateral relations. Through such dialogue, both sides can not only find new business opportunities in urbanization, the upgrade and transformation of the manufacturing industry, energy conservation, environmental protection, infrastructure building and high-quality consumption, but also foster closer cooperation in building the China-Japan and China-Japan-ROK free trade areas, promoting the construction of the “Belt and Road” and improving global economic governance. Standing at the new starting point in history, the business communities in China and Japan should join hands to pursue a brighter future of innovation-driven peaceful development through deepened cooperation. Working together, they can create another “golden era” of mutual benefit and win-win results.


Japanese delegates noted that Japan and China are close neighbors and important partners. Mutually beneficial cooperation is conducive to the development of the two countries and the improvement of bilateral relations. In the new era, both countries are facing the common challenge of enhancing industrial competitiveness, and making crucial efforts to explore new mode of cooperation. They should step up practical cooperation in economy and trade and work for common development. This will not only bring real benefits to the two peoples, but also conforms to the general expectation of the region and the world at large. It is hoped that entrepreneurs on both sides could work jointly to contribute to the healthy development of the two economies and the peaceful coexistence and mutually beneficial cooperation between the two countries.

Co-hosted by CCIEE and Japan Business Federation or Keidanren, this dialogue is a newly established “track II” mechanism for promoting economic exchanges between China and Japan. Serving as a platform for exchange of ideas and opinions between the business communities, the mechanism is designed to make policy recommendations on how to improve bilateral economic ties, facilitate economic, trade and technical cooperation of various forms and promote healthy and stable development of China-Japan relations.
