Chen Wenling: Protecting Entrepreneurs’ Rights in Five Aspects

In order to thoroughly study and implement the spirit of the important speech made by General Secretary Xi Jinping on private enterprise, and effectively create a good public opinion environment for the protection of private entrepreneurs’ rights and interests, the People’s Daily, People’s Forum Magazine, the people’s think tank and other organizations hosted the “2019 National Governance Summit on Entrepreneurship Protection” in the New Media Building of the People’s Daily on January 23, 2019.

The protection of entrepreneurial rights cannot be achieved overnight or through a single policy, not only private entrepreneurs, but the rights of entrepreneurs of state-owned enterprises should also be protected. In the past 40 years, we have cultivated a group of entrepreneurs, especially professional entrepreneurs, who are well-trained and highly experienced. In the future, we should raise the protection of entrepreneurs’ rights to a higher strategic level so as to protect the rights of the most creative entrepreneurs.

Currently, entrepreneurs highly rely on the government, policy environment, and preferential policies. We should protect entrepreneurs’ rights and interests from the following five perspectives.

First of all, there must be a comprehensive legal system which cannot be easily changed.

Second, we must sum up the most precious experience from China’s reform and opening up in the past 40 years. How can we turn the experience of reform and opening up into our social consensus, people’s consensus and the consensus of entrepreneurs.

Third, we should enable entrepreneurs to have clear, good and long-term expectations for the future, including expectations for themselves, their families, policies, economic development, market environment and so on.

Fourth, all policies and measures for reform must be truly implemented. We should analyze documents that have been released and find out whether they constrain the spirit of entrepreneurs and damage their rights and interests. In the process of China’s reform, the re-creation of the micro entities of the market has basically been completed, but we still need to pay special attention to their survivability, protection, and development. I believe that the current reform has reached a critical period and the most important issues are whether the superstructure reform and the adjustment of the production relationship can adapt to the market economic system and operational mechanism, will them be able to further unleash the creativity of entrepreneurs and liberate social productivity.

The fifth perspective is to establish a chain of knowledge and wisdom created by entrepreneurship.

The first chain is to make Chinese enterprises become the most competitive part of the global industrial chain, supply chain, service chain, and value chain, or an important core component, and become an invisible champion with world-class technology, regardless the size of business.

Second, we should make entrepreneurs the most active part of the innovation chain. The current situation and development trend show that private enterprises are not in the middle and low end of the industrial chain, and they are moving towards the middle and high-end chain much faster than that of state-owned enterprises. We have to go back to institutional design and make sure that they can play the biggest role in the innovation chain.

Third, how to establish a system for protecting the rights and interests of entrepreneurs in the intellectual property protection chain. The invention patents of Chinese companies are now in the forefront of the world, so the most important thing we need to protect in the future is the small enterprises and private enterprises that are founded by private individuals.

Fourth, we must give entrepreneurs multiple routes in the chain of wealth transformation. A series of wealth transformation chains and clear road map and protection system will give Chinese entrepreneurs more confidence about the future so that they can focus on their work.

The competition between big countries is actually the competition between enterprises, entrepreneurs, and the ability of enterprises to innovate. The competition between governments is to create a high-quality system for entrepreneurs to develop, which often rely on negotiation. Even if a consensus is reached during the negotiation, all things must be created by entrepreneurs.

We must learn and understand the spirit of the important speech made by General Secretary Xi Jinping at the private enterprise symposium. In his speech, General Secretary Xi Jinping said many times that we are in the midst of the greatest upheaval in a century. How can we unleash the wisdom of Chinese people, especially the talents of Chinese entrepreneurs, further create new productive forces, release new productive forces and enable us to achieve the two centenary goals will be a new test for all of us. I feel that China is now at a crucial and decisive historical moment.
