This book grounds on the factual background of the fully accelerated urbanization and the present international financial crisis and uses theories and methodologies including Institutional Economics to make systematic research on the issue of the government's behavior in Chinese urbanization. On the basis of an overview of main theories of the government's behavior in urbanization, the dissertation explains the urbanization dynamic mechanism, makes empirical analysis on the government's behavior in Chinese urbanization, describes the characteristics and effectiveness of the government's behavior in Chinese urbanization, analyzes the dilemma of the government's behavior in Chinese urbanization with the proposition of "government paradox", and proposes solutions to optimization of the government's behavior in Chinese urbanization and enabling of institutional innovation.

This book innovatively constructs an index system of urbanization dynamic mechanism, and makes statistic analysis and econometric analysis on the government's behavior in urbanization. Helpful exploration of research methods has been made in this dissertation. Instead of simply listing and blaming the "Government Paradox" phenomenon in Chinese urbanization, the author makes relatively comprehensive and in-depth analysis to complement the insufficiency of existing research efforts. However, new "insufficiency" exists in this dissertation. For example, some policy proposals are two general without specific pertinence. Hopefully, the author will make further research efforts on that basis after publication of this book to turn the "insufficiency" into "sufficiency" rather than keeping the "insufficiency" on the shelf.
