At present, China’s supply chain is facing problems in lack of independent chip innovation, absence of core technological competence, and weak basic research capabilities, with prominent pressure in developing high-end chips independently. Besides, the strategic competition between the U.S. and China exerts continuous influence on China’s industrial upgrading. The key to the security of China’s industrial and supply chains is to take a dominant position in the crucial link or core technologies of the industrial chain, or grasp the anti-sanction capacities. Under the new global circumstances, China should draw on the experience of Japan, Germany and the U.S. in deploying their industrial and supply chains. China is supposed to optimize the regional layout of industrial and supply chains to make them independent and controllable, safe and reliable, apart from which the opening-up and complementary collaboration with other countries and regions should be also adhered to, so as to realize an integral network of industrial and supply chains oriented by the Chinese market.

Finance is the foundation and important pillar of national governance while budget is the important demonstration of fiscal management. Since the 18th National Congress of the Communist Party of China, the management mechanism for fiscal budget has been improved constantly. Due to the economic downward pressure and the impact of COVID-19 pandemic, national public budget revenue of 2020 dropped by 3.9% as the expenditure increased by 2.8%, compared with that of the year before. The pressure on fiscal revenue increase is growing, and rigid increase and fixed structure of fiscal expenditure stay relatively prominent. Therefore, new round of budget management reform is a must-to-do.

Waste sorting takes efforts at the moment, but will benefit the future generations. General Secretary Xi Jinping has attached great importance to waste sorting, and stressed on many occasions that China should enhance scientific management, formulate long-run mechanism and cultivate habit for waste sorting. Local governments and relevant departments have devoted efforts to implementing the spirit of General Secretary Xi’s instructions by responding to the call and deepening work on waste sorting. Despite fair achievements, there are still some prominent problems that prevent breakthroughs in overall work and formulation of sustainable progress. As the only state-owned enterprise in environment protection industry, China Energy Conservation and Environment Protection Group (CECEP) has put into action Xi Jinping Thought on Ecological Progress vigorously, studied major points, difficulties and obstacles in waste sorting proactively, set up “Two Parks, One Chain” mode, and developed the latest generation of waste decomposition and sorting technology. These remarkable achievements provide reference for systematic, comprehensive and optimized waste treatment and feasible and applicable experience for waste sorting nationwide.

In the past few years, Hong Kong has been dragged into chaos by events like illegal “Occupy Central” movement and extradition law amendment. After the enactment of the National Security Law for Hong Kong, Hong Kong has been recovering to normal governance from disorder in pursuit of development. Integration into China’s “14th Five-Year Plan” and the development of Guangdong-Hong Kong-Macao Greater Bay Area has brought about new opportunities for Hong Kong to engage in the national development course. Meanwhile, as the gambling between China and the U.S. becomes the new normal, western countries would intensify their interference with Hong Kong affairs, on top of which inherent problems of Hong Kong also lead to various challenges. China should adopt a variety of measures to help Hong Kong better integrated into the national development and create favorable conditions for its long-term prosperity.

For the first three quarters in 2021, China’s commodity trade kept comparatively fast growth, with trade structure constantly improved. Performance of the whole year would be stable and probably better, and it is very likely to achieve the targets of stabilizing the volume and improving the quality of foreign trade, serving as a good start for high-quality foreign trade development during the “14th Five-Year Plan” period.
