Research Report 2016 25th Issue: Establishing China’s Governmental Housing Financial System Through U.S. Experiences - 2016-05-17
【Abstract】Although the impacts of global financial crisis caused by the U.S. subprime crisis have not entirely faded away, there are still a lot development experiences for China to learn of U.S. governmental housing financial institutions. Government should play a significant leading role by studying and establishing policy financial institutions to support security housing. The secondary market should be development to advance the securitization of housing mortgage loan. Government credit should be rationally employed, together with the insurance market, to build national mechanism of housing loan risk guaranty and resolving. The credit qualification review should be enhanced for a better credit system. The reform of housing accumulation fund system should be advanced and public rental housing be vigorously developed.
Research Report 2016 24th Issue: Investigation Report of Globally Well-known U.S. Think Tanks - 2016-05-12
【Abstract】To learn experience of management and operation from the think tanks in developed countries, China Center for International Economic Exchanges (CCIEE) recently sent a ad-hoc delegation and conduct a field investigation in seven famous U.S. think tanks. There are five key features with management and operation of U.S. think tanks. Firstly, there are stable sources of funds by social donation. Secondly, there are research teams which mainly consist of top scholars. Thirdly, researchers have high incomes and quality workplace. Fourthly, a well-established revolving door mechanism is in place. Fifthly, there has a sound internal management and allocation mechanism. All these can offer important reference values for China’s new think tank development. It is suggested that while adhering to the general rule of think tank development, China should have major breakthroughs in diversified design of think tanks, de-administration for think tanks, talent training and exchange mechanisms, and so forth.

【Abstract】 It is suggested that the experience of characteristic town in such places as Zhejiang province should be actively drawn to promote the integrated development of new urbanization and agricultural modernization. The comprehensive experiment of charging value-added tax instead of business tax should be taken as an opportunity to further improve value-added tax system, accelerate local tax system and make better use of the ad-hoc funds of central finance. Generalized green financing service system of preferences should be established. PPP model should be deepened to support the new economic patterns like green smart towns and blue smart towns which feature in harmonious development of agricultural modernization and new urbanization.

【Abstract】Japan has been suspicious of and vigilant on China, at the same time, it also hopes to actively strengthen the contact with China to ease the current political tension as soon as possible. At present, China -Japan relations are warming up. China needs to actively respond in a positive way, objectively evaluating the impact of Japan’s security strategy on China’s security and demonstrating tolerance and mind as a big power. Overall, both sides need to base on long-term strategies, enhance communications, exercise restraint to avoid any irreversible harm on bilateral relations incurred by emotional over-reaction.

【Abstract】In Japan, the expectations on the effects of Abenomics are not all the same. The economic policies of the old three arrows and the new three arrows implemented by Abe government still remain as targets. The Japanese economy is faced with increasing uncertainties, including the negative effect caused by sluggish growth of emerging economies and also the changing consumption expectation followed by the enhanced consumption tax.
