Head of Economic Research Department XU Hongcai meets with Partogi Samosir, Deputy Head of Center of Policy Analysis and Development on International Organizations of MOFA of Indonesia

On 25th November 2015, Mr. Xu Hongcai, Head of the Economic Research Department of CCIEE, met, at CCIEE, with Mr. Partogi Samosir, Deputy Head of the Center of Policy Analysis and Development on International Organizations of the Indonesian Foreign Ministry, and First Secretary Victor Hardjono, Second Secretary Sandy Darmosumarto and Third Secretary Faiz Nugroho of the Indonesian Embassy in Beijing. Also present at the meeting were Dr. Huang Yongfu, Research Fellow of the Economic Research Department and Dr. Zhang Yingqiang of the Information Department of CCIEE.
Mr.Xu Hongcai had an in-depth exchange of views with Mr. Samosir on Global economic governance, UN MDGs, UN post-2015 development agenda, the North-South and South-South cooperation and foreign aid. Mr. Xu pointed out that it imperative to strengthen global cooperation as economic globalization has become an irreversible trend of the world today. While the Doha Round of WTO negotiations stands still, regional multilateral FTA talks such as TTIP, TTP and RECP are actively underway with good progress. But, eventually, all these regional agreements would be merged. The current North-South and South-South cooperation fail to live up to people’s expectations. For one thing, developed countries have not truly fulfilled their due responsibilities and obligations; for another, the aid recipient countries have not done enough about capacity building. To better implement the UN post-2015 development agenda, Mr. Xu suggested that, first, developed countries assume more responsibilities and obligations, second, the recipient countries enhance capacity building, and third, emerging economies be allowed to take greater part in global economic governance.
The two sides also exchanged views on RCEP talks between China and ASEAN, global economic and financial situation, IS and other international hot issues, and expressed the hope to increase exchanges and cooperation in the future.
