CCIEE and Beijing Municipal People’s Government Signs Strategic Cooperation Agreement

On June 19, 2012, Beijing Municipal People’s Government and China Center for International Economic Exchanges (CCIEE) signed a strategic cooperation agreement to confirm their strategic partnership, jointly promote the business expansion of the CCIEE Development Investment Fund, and establish an agglomeration area in Beijing for global think tanks. Mr. Liu Qi, member of the Political Bureau of the Central Committee of the CPC (Communist Party of China), and Secretary of the Beijing Municipal Party Committee, Mr. Zeng Peiyan, Chairman of CCIEE, Mr. Wei Liqun, Executive Vice-Chairman of CEIEE attended the signing ceremony. Mr. Wang Chunzheng, Executive Vice-Chairman of CCIEE, and Mr. Guo Jinlong，Mayor of Beijing and Deputy Secretary of Beijing Municipal Party Committee, addressed the ceremony.  

Under the agreement, Beijing Municipal People’s Government and CCIEE will propel the CCIEE Development Investment Fund to conduct business in Beijing, jointly select a number of important investment pilot projects, including green city and town projects and urban transportation, water and energy-saving projects. Apart from that, the two sides will also borrow advanced experience from foreign nations to establish an cluster area for global think tanks in the LiZe Financial Business District of Beijing. With preferential policies, Beijing will draw in a slew of international think tanks and hence form the agglomerate effect.

In his speech, Mr. Wang Chunzheng said that the strategic cooperation between Beijing Municipal people’s Government and CCIEE has set a good example of government-think tank cooperation in China. It will not only give their advantages into full play and achieve significant synergy effect, but also facilitate the government with its modernization of decision-making process. The CCIEE Development Investment Fund established by both sides will speed up the transformation of Beijing’s economic development mode. Furthermore, the cluster area of global think tanks will continuously boost Beijing’s influence and voice in global economy and politics, and make Beijing a talent pool and an international center for policy exchanges.

Mr. Guo Jinlong indicated that Beijing has entered into a new stage of development to vigorously promote scientific development and make it an international city with Chinese characteristics.  Beijing now enjoys unprecedented opportunities and advantages. Meanwhile, it also faces challenges brought by accelerated urbanization and internationalization. All these challenges require us to attach greater importance to strategic researches on the reform and development and the top-level policy design. Besides, we need to better understand the trend of global economic and technological development, and the pattern and different stages of urbanization development. The Beijing Municipal People’s Government will conscientiously fulfill the strategic cooperation agreement, work with CCIEE to improve the coordination mechanism, and fully support the establishment of the cluster area of global think tanks. On top of that, it will support the CCIEE Development Investment Fund to expand its business in Beijing, and make greater contribution to serve China’s development and improve people’s living standard.  

Ji Lin, member of the standing committee of Beijing Municipal party committee, and Mr. Zheng Xinli, Permanent Vice-Chairman of CCIEE, singed on the strategic cooperation agreement. Also at the signing ceremony were Mr. Sun Kanglin，Secretary-General of Beijing Municipal People’s Government, and Mr. Zhang Xiaochong, Deputy Secretary-General of CCIEE.
