CCIEE Holds the 78th Monthly Economic Talk

On the morning of 18 December 2015, CCIEE held the 78th Monthly Economic Talk on the theme of “Achieving a Decisive Victory in Addressing the Three Rural Issues during the ‘13th Five-Year Plan’ Period”. Executive Vice Chairman and CEO of CCIEE Zhang Xiaoqiang presided over the talk. Mr. Yin Chengjie, Special Research Fellow of Counselors' Office of the State Council and former Executive Vice Minister of Agriculture, Mr. Nie Zhenbang, Vice Chairman of CCIEE and former Administrator of State Administration of Grain, and Mr. Gao Juncai, former Director-General of Rural Economy Department of NDRC, respectively gave a speech.
Regarding the issue of modern agriculture, Mr. Yin Chengjie noted that we need to enhance government’s support and strengthen institutional building and policy making to introduce institutions and policies conducive to the development of a modern agriculture with Chinese characteristics. It is important to innovate on the concepts of agricultural development, and improve and introduce new policies that support, benefit and enrich the rural areas. We need to promote innovation in agro-technology, and speed up adjustment and optimization of agricultural structure and layout and innovation of rural institutions. We also need to move more quickly to cultivate new agricultural business entities, improve commercialized service system for agriculture and create innovative rural financial and insurance systems.
Speaking of the priorities of poverty alleviation and development of the “13th Five-Year Plan”, Mr. Nie Zhenbang expressed the following views: First, give priority to poverty alleviation projects in contiguous destitute areas, mountainous areas, areas inhabited by ethnic minorities and underdeveloped old revolutionary bases. Second, further improve regional poverty alleviation and development planning. Third, accelerate the implementation of targeted poverty alleviation. Fourth, develop industries with special features and advantages, and give full play to the enthusiasm and initiative of the poor to enhance their endogenous power for sustainable development. Fifth, strengthen infrastructure building by speeding up implementation of a number of major projects, such as major railways and expressways, key water control projects and information projects, which will drive development in the surrounding poor areas. Sixth, develop social programs and public utilities in poor areas.
Mr. Gao Juncai pointed out that looking ahead, both the government and market players should place a premium on the safety and security and economic efficiency of modern agriculture. First, policy regulation should put more emphasis on realizing both the safety and security and economic efficiency of modern agriculture. Second, priority should be given to promoting large-sale operations. Third, more efforts are to be made to cultivate new types of professional farmers. Fourth, policy regulation should be more precise and focused and shift from generalized benefits to targeted benefits.
