On 7 December 2021, Zhang Xiaoqiang, Executive Vice Chairman and CEO of CCIEE, addressed at the releasing ceremony of Chinese version of Targeting Net Zero report upon invitation of China-Britain Business Council (CBBC).
Zhang Xiaoqiang said that Han Zheng, Vice Premier of the State Council, and Xie Zhenhua, China’s Special Envoy for Climate Change Affairs, met with Alok Sharma, President-Designate of COP26, in September respectively, carrying out frank, in-depth and constructive communications. As China has defined the “3060” targets, the UK will reduce carbon dioxide emissions by 78% by 2035 compared to 1990 and realize net zero by 2050. With extensive efforts, the conference at Glasgow has made positive progress.
Zhang Xiaoqiang pointed out that China and the UK published Joint Climate Change Statement as early as 2014, which made positive contributions to the success of 2015 United Nations Climate Change Conference in Paris. China-UK Working Group on Climate Change, set up in 2006, kicked off work proactively and advanced various cooperation. In the late October of 2021, China released Working Guidance for Carbon Dioxide Peaking and Carbon Neutrality in Full and Faithful Implementation of the New Development Philosophy and Action Plan for Carbon Dioxide Peaking Before 2030, defining main tasks, guiding thoughts and major measures for achieving dual-carbon goals. China will endeavor its efforts to accomplish these goals through active engagement in international cooperation in various forms. The UK is leading in fields like low-carbon city, green finance and maritime wind power generation. Spacious room for bilateral cooperation on green and low-carbon development will prompt China-UK collaboration in more areas like trade, investment, and technology and so on, which would play a constant and more important role in addressing climate change, promoting sustainable development and benefiting people from both countries.
Co-author organizations of the report briefed on the content, and relevant enterprises from two countries conducted discussion at the ceremony. Tom Simpson, Managing Director for China of CBBC, and John Edwards, British Trade Envoy to China, attended the ceremony. Xu Chaoyou, Head of International Communications and Cooperation Department of CCIEE, Zhang Huanbo, Head of Institute of American and European Studies of CCIEE, Jing Chunmei, Head of Research Management and Information Department of CCIEE, Yuan Youwei, Secretary-General of International Economic Forum and Deputy Head of International Communications and Cooperation Department of CCIEE, and representatives from a number of enterprises, institutes and news agencies from China and the UK attended the ceremony through virtual and offline approaches.
