1. The Blue Book Press Conference of “Evaluation Report on Hygiene and Health Development of China (2022)” was Held in Weihai, Shandong Province

On April 15, 2023, the Blue Book Press Conference of  “Evaluation Report on Hygiene and Health Development of China (2022)” was co-hosted by the China Health Development Evaluation Report Research Team and the Development and Reform Commission of Weihai City, under the guidance of the China Center for International Economic Exchanges(CCIEE) and the Weihai Municipal People's Government , with support from China National Pharmaceutical Group Corporation, Philips (China) Investment Co., Ltd., and "Caijing" magazine, and published by Social Sciences Academic Press. The conference took place in Weihai, Shandong Province. Dozens of prominent experts, scholars, and industry representatives from government departments, think tanks, industry associations, and the business community came together to explore the new development of China's healthcare industry in the new era, contributing to the steady and far-reaching progress of China's model of modernization.





Bi Jingquan, Member of the 14th Standing Committee and Deputy Director of the Economic Committee of the CPPCC, Executive Vice Chairman of CCIEE, Yan Jianbo, Secretary of the Weihai Municipal Committee of CPC, delivered the opening speech. Zhang Yong, Member of the 13th National Committee of the CPPCC, Deputy Director of the Agriculture and Rural Affairs Committee, Vice Chairman of the CCIEE, and former Vice Chairman of the National Development and Reform Commission,  Zhao Baige, Vice Chairman of the Foreign Affairs Committee of the 12th National People's Congress, Chairman of the Expert Committee of the Belt and Road Initiative Think Tank of China Academy of Social Sciences, and Chairman of the Research and Development International Think Tank Expert Committee, Wang Pei 'an, Deputy Director of the 13th Committee of Population, Resources and Environment of the CPPCC, Executive Vice President of China Family Planning Association, former Deputy Director of the National Health and Family Planning Commission; Lin Qiang, Member of the Standing Committee  of the CPC Weihai Municipal Committee and Executive Vice Mayor of Weihai, Jin Bin, Deputy General Manager and Spokesperson of China National Pharmaceutical Group Corporation,Li Tao, Vice President of Philips Greater China Region; Liu Yiqiang, Deputy Secretary-General of the Chinese Research Hospital Association; Li Yadong, Assistant General Manager of China General Technology (Group) Holding Co Ltd,, Secretary of the Party Committee and Chairman of China Meheco Group Co., Ltd.; Long Jing, President of Weigao Group, delivered keynote speeches. Zhang Dawei, Vice Chairman and Secretary-General of the CCCIEE, chaired the meeting.




Bi Jingquan stated that since the 18th National Congress of the CPC, remarkable achievements have been made in the development of the country's health sector, leading to a continuous improvement in the health of the people. China has initially established a medical and health service system covering both urban and rural areas, and has established a basic regulatory system for the biopharmaceutical industry that is in line with international standards. Innovation and development have also become conscious actions of biopharmaceutical enterprises. To comprehensively promote the construction of a Healthy China, we need to deepen institutional and mechanism reforms, improve the efficiency of resource utilization, further expand openness, and promote the internationalization of the biopharmaceutical industry. This will enable our innovative drugs to benefit more countries and people.




Zhang Yong stated that the "Evaluation Report on the Sustainable Development of China(2022)" is a comprehensive summary of the long-term research conducted by the CCIEE project team on the development of China's health sector. It is the first to propose an evaluation index system and methodology for the level of health development in China, which is of pioneering significance and has reference value for promoting health sector development at different levels.


Zhao Baige pointed out that the "Evaluation Report on the Sustainable Development of China(2022)" provides decision-making reference for the Party and the government through assessments in the field of health at the national, provincial, and key city levels, and provides experience for various sectors of society. It has significant theoretical and practical significance. In the future, it is expected that all parties will focus on the tasks of promoting the construction of a Healthy China, deepen exchanges, complement each other's strengths, and work together to promote the high-quality development of the health sector and the construction of a global community of health for all.


Wang Peian stated that the population is a fundamental variable for economic and social development, and China's population development is currently undergoing profound and complex changes, with problems of imbalance and inadequacy. The health of the population is facing a complex situation of multiple diseases and overlapping risk factors. To implement the spirit of the 20th National Congress of the Communist Party of China, efforts should be made to promote population development in the new era and create a favorable population environment for building a socialist modernized country in an all-round way.



Yan Jianbo expressed that in recent years, Weihai City has attached great importance to the health sector, adhered to ecological priority, strengthened ecological protection with the strictest standards, and vigorously promoted ecological civilization construction. It focuses on people-centered approach and provides comprehensive and lifelong maintenance of people's physical health. Based on industrial development, it seeks to expand the new pharmaceutical and medical equipment industries, expand the space for health consumption, and promote the coordinated development of health culture, health services, and health industries.


Jin Bin expressed that this year is the starting year for fully implementing the spirit of the 20th National Congress of the Communist Party of China and a crucial year for the mid-term of the 14th Five-Year Plan. The release of the Blue Book is of great significance to promote enterprise development. China National Pharmaceutical Group is willing to cooperate with everyone to make greater contributions to the construction of a Chinese-style modernized medical and health system, and continuously meet the diverse and multi-level health needs of the people.


Li Tao pointed out that Philips actively promotes the high-quality development of China's healthcare industry, conducts business in a responsible and sustainable manner, and wholeheartedly supports the development of urban health in China. In the future, Philips will continue to improve people's health and well-being through meaningful innovation and strive to achieve the goal of improving the lives of 2.5 billion people by 2030.


During the press conference ,Zhang Huanbo, Head of the Institute of American and European Studies and Chief of the Postdoctoral Research Program of CCIEE and the chief editor of the report, presided over the release and interpretation of the Blue Book.

Wang Limin, the president of the Social Sciences Academic Press, highly praised the Blue Book.


The conference was a complete success and has attracted high attention from various sectors of society to the issue of health development. The participants unanimously agreed that the Chinese-style modernization is the modernization of the thriving development of the health sector. To achieve high-quality development of the health sector, continuous efforts are necessary. It is hoped that research efforts will be further intensified to attract more individuals and institutions to focus on the development of the health sector, and to promote the health sector to do better and go further.


2. The "Evaluation Report on the Sustainable Development of China(2022)" was released

Since the 18th National Congress of the CPC, the central government has placed greater emphasis on safeguarding people's health. The National Health Conference was convened, and the "Tutorial for Outline of the Healthy China 2030 Plan" was issued. The 19th National Congress of the CPC elevated the construction of a Healthy China to a strategic height, emphasizing that health is an important indicator of national prosperity and strength. The report of the 20th National Congress of the CPC once again stressed the need to prioritize the protection of people's health and made comprehensive arrangements for advancing the construction of a Healthy China.




In accordance with the strategic objectives outlined in the ""Tutorial for Outline of the Healthy China 2030 Plan" and with reference to evaluation frameworks for public health effects used by institutions like the World Health Organization (WHO) and other countries, the research team of the Chinese Health Development Evaluation Report designed an evaluation index system for the development of health in China. This index system covers 76 indicators across five domains: health resources, health environment, health investment, health management, and health level. It is the first evaluation index system in the field of health development in China. The design and launch of the evaluation index system aim to quantitatively and reasonably evaluate the public health system and health management levels in different regions, and play a role in monitoring, evaluating, comparing, and guiding, providing references for the promotion health development in various regions. By calculating, evaluating, and analyzing relevant indicators at the national, provincial, and major city levels for the year 2020, the first hygiene and health blue book of China, titled “Evaluation Report on Hygiene and Health Development of China (2022)”, was produced and released in Weihai.


According to the Blue Book, from a national perspective, China's overall health and healthcare situation has steadily improved in recent years. There has been a significant enhancement in healthcare resources, steady improvement in health and environmental conditions, overall increase in healthcare investment, evident effectiveness in healthcare management, and continuous improvement in the level of health and healthcare. From the perspective of provincial-level regions, autonomous regions, and municipalities directly under the central government, the top 10 areas in terms of overall healthcare development are Beijing, Shanghai, Zhejiang Province, Inner Mongolia Autonomous Region, Jiangsu Province, Jilin Province, Sichuan Province, Shaanxi Province, Hunan Province, and Guangdong Province. Looking at major cities, the top 10 cities in China in terms of overall healthcare development are Beijing, Shenzhen, Hangzhou, Shanghai, Qingdao, Wuhan, Kunming, Guangzhou, Xiamen, and Ningbo.


To comprehensively promote the construction of a Healthy China, we must prioritize the safety of people's lives and their physical well-being, place people's health at the center, implement a national strategy to actively respond to population aging, deepen healthcare system reform, provide comprehensive and lifelong health services to the public, and continuously improve the health level of the people. In response to the evaluation of China's hygiene and health development in 2020, the Blue Book suggests focusing on building a sound public health system, optimizing the distribution of healthcare resources, strengthening the construction of health and environmental conditions, enhancing healthcare management, promoting balanced development of hygiene and health, and increasing investment hygiene and health. It recommends that efforts should be made to address shortcomings and promote the development of public health services based on the actual conditions of different regions and sectors. This will help meet the people's demand for a healthy life and further advance the development of China's hygiene and health undertakings. The report also conducts specialized studies on hot topics such as pharmaceutical innovation and development, centralized procurement based on quantity, chronic disease management, resilient cities for health, and health care. It included case studies of Nanyang, Tongzhou District in Beijing, Boao Lecheng, Copenhagen, Sydney, and other places, summarizing some excellent practices and experiences of relevant enterprises in the field of health development.
