CCIEE Academic Committee Holds 2013-2014 CFIERE Research Projects Kick-Off Meeting

On November 11, 2013, China Center for International Economic Exchanges (CCIEE) held the 2013-2014 CFIERE Research Projects Kick-off Meeting (researches sponsored by China Foundation for International Economic Research and Exchanges) to arrange research projects for the next year. Mr. Wang Chunzheng, Executive Vice-Chairman of CCIEE, Mr. Wei Liqun, Executive Vice-Chairman and Head of the CCIEE Academic Committee, Mr. Wei Jianguo, Vice-Chairman and Mr. Zhang Dawei, Secretary General of CCIEE attended the meeting. Also at the meeting were research projects supervisors, including Mr. Li Rongrong, Mr. Zhang Guobao, Mr. Zhang Xiaoqiang, Mr. Li Deshui and Mr. Liu Kegu. Mr. Wang Chunzheng presided over the meeting while Mr. Wei Liqun, entrusted by CCIEE Chairman Mr. Zeng Peiyan, delivered a speech.

In his remark, Mr. Wei Liqun emphasized on the significance of important research projects and deployed next years’ CFIERE research projects. He raised the need to focus on improving the quality of researches and implementing research findings accordingly. He noted that conducting researches for certain major issues is an important task of CCIEE as one of the top think tanks in China. The Party Central Committee and the State Council attach great importance not only to democratic, scientific and legal decision-making, but also to the development of think tanks. The 18th CPC National Congress put forward specific requirements for think tanks’ development and the role they play, and Chairman Xi Jinping has also given important instructions on this regard frequently. As a high-end think tank approved by Chinese government, the basic positioning and primary task of CCIEE is to serve national strategic needs, undertake strategic research projects and produce valuable and influential research findings. It should also provide central and local governments and enterprise with advisory services while making contribution to the decision-making of the Party Central Committee and the State Council.

Regarding the CFIERE research projects of CCIEE over recent years, Mr. Wei said that CCIEE’s CFIERE research projects have made a series of achievement and great impact. From 2011 to 2012, CCIEE completed 12 CFIERE research projects, and 29 from 2012-2013. These research projects were put forward according to the new trend, new characteristics and new task of China’s economic development and thus, most of them can be characterized as forward-looking, strategic and comprehensive. Furthermore, these research projects were in line with the need of central government’s decision-making and some of the high quality findings received positive feedbacks from national leaders and heads of ministries. Some of the research findings were incorporated into important speeches and documents and became decision-making references and policy measures. While others were published in a number of forms, such as research reports, or released at events organized by CCIEE and produced positive social impact. 

Speaking of the 2013-2014 CFIERE research projects, Mr. Wei proposed that the researches should be undertaken in accordance with its focal points, improve the quality of research, and implement research findings periodically and in various forms. Moreover, he recommended that researchers should pay close attention to writing style and devotion. He also pointed out that the Project Responsibility System must be well implemented and get the research started as soon as possible. In relation to specific working methods, he stressed on three aspects. First of all, researchers must adhere to scientific theory as the guidance, earnestly implement the spirit of the 18th CPC National Congress and the Third Plenum of the CPC Central Committee, and conduct the researches thoroughly and accurately. Secondly, researchers should increase their awareness of innovation, dare to express their unique views an new measures. Lastly, all the research projects must be pragmatic and based on in-depth investigation and study.  

At the end of the meeting, Ms. Chen Wenling elaborated a number of issues such as the selection process of these research topics, the opening bid and tender, commissioned work and the management of CFIERE research projects. The Finance Division of the General Office briefed the financial requirements of the research projects. Other participants of the meeting also expressed their viewpoints and made a number of proposals. Staff from the Strategic Research Department, Economic Research Department, Consulting Research Department, Department of External Affairs, Information Department and General Office also attended the meeting.
