CCIEE Holds 23rd Monthly Economic Talk

On May 19th 2011, CCIEE held the 23rd Monthly Economic Talk at Beijing Media Center, under the theme of 1st Anniversary of the 36-Article Stipulation: Review & Prospect. (Popularly known as the “New 36”, seek to encourage and guide private investment into monopolized industries). Zheng Xinli, Permanent Vice Chairman of CCIEE, chaired the talk.
HUANG Mengfu, Vice Chairman of the CPPCC National Committee and Chairman of the All-China Federation of Industry and Commerce, GU Shengzu, Vice Chairman of the NPC’s Interior Judiciary Committee and Vice Chairman of the China Democratic National Construction Association, YAO Jingyuan, former Chief Economist of the National Bureau of Statistics, LUO Guosan, Deputy Director-General of the Investment Bureau of the National Development and Reform Commission, Liu Yingxia, Vice Chairman of the All-China Federation of Industry and Commerce, President of the Urban Infrastructure Chamber of Commerce at the All-China Federation of Industry and Commerce and President of Ha'erbin Sino Eagle Group, and CHEN Yongjie, Deputy Secretary General of CCIEE, delivered speeches respectively. In their view, the issuing of the “New 36” has boosted the growth of private investment, however, there are still problems with the implementation process. Therefore, they proposed three countermeasures. Firstly, eliminating people’s concerns and cognitive barriers relating to non-governmental and private economy. Secondly, coordinating different policies, clarifying responsibility and supervising policy implementation so as to promote sustainable and healthy development of private investment. Last but not least, ensuring reasonable investment growth, optimizing investment structure and increasing benefit to achieve sound and fast economic growth.
The speakers answered several questions from the audience. Present at the talk were staff from the research and information departments of CCIEE, member companies, enterprises, research institutions and presses.
