Liu Yingjie, Director of Investigation and Research Team of the State Council’s Research Office Delivers a Lecture for Research Teams of CCIEE

On 14 May 2021, Liu Yingjie, Director and Research Fellow of the State Council’s Research Team, delivered a lecture on investigation and report drafting at the invitation of CCIEE’s Studies on Major Measures of Joining CPTPP research team, 2020 Development Report on China’s Digital Trade research team and the editorial office of The Globalization magazine. Wang Yiming, CCIEE Vice Chairman, met with Mr. Liu.Wang Xiaohong, Deputy Head of CCIEE’s Information Department and sub-editor of The Globalization, presided over the lecture.


Liu pointed out that researches by think tank are different from general academic research in terms of readers, content and style as they serve the decision making of central government. Research fellows of think tank should be multi-skilling to provide high-quality consulting service for decision makers. For investigation methods, Liu said that according to his long-term experience, clear goals and pre-research are the premises for investigation. During investigation, researchers should take into consideration the scale, depth, reliability and effectiveness of the research, and present feasible policy suggestion with the aim of resolving problems. Talking about report drafting, he encouraged a style of being short, pragmatic and up-to-date. He indicated that a good research report should manifest a high-level understanding of relevant policies with an emphasis on the mastery, application and analysis of the data. What’s more, it should always “feel the pulse of the society”, covering and tracing a broad range of the hottest issues. Besides, it should provide insightful opinions and comparatively accurate estimates. Last but not least, it should be easy to read and understand. He concluded the principles of drafting research report into three points. First, a research report should be short but clear, explaining the most complicated things with simplest language. Second, its language should be easy to understand and remember, by no means being hollow. Third, it should be interesting enough to attract readers. Liu Yingjie also exchanged views with the audience on other relevant issues.
